Navigating the Nelson City Plan Change 29: Housing & Hazards

The plan change intends to foster residential intensification and accommodate population growth by facilitating more flexible housing options within existing urban areas. This proposed amendment, the most extensive ever undertaken by Nelson Council, aligns with Medium Density Residential Standards adopted by other cities, implements the 2022 Nelson Tasman Future Development Strategy, and fulfils obligations under the National Policy Statement for Urban Development.

This plan change, labelled as an interim response, arises while the Draft Whakamahere Whakatū Nelson Plan is on hold pending new legislation (Natural and Built Environment and Spatial Planning Acts) to replace the Resource Management Act. Beyond addressing housing concerns, the Council seeks to prevent construction in hazard-prone areas, such as flood-prone zones and earthquake-prone regions, ensuring housing is established in safer locations. Proposed amendments extend to heritage buildings and structures, introducing a Heritage precinct in Richmond Avenue. Additionally, provisions will be made for Tangata whenua to develop papakāinga housing.

Submissions, either supporting or opposing the proposed rule changes, can be made until September 19, 2023.
